Is a 7V fan speed controller limit enough?

I'm looking to quiet my computer and I see that most of them have a lower threshold of 7V. I see the Sunbeam one can go all the way down to 0V, but it doesn't look very nice. There is the Noise isolator one at SVC looks better but only goes down to 7V. I'm going for a pretty quiet computer (not totally silent but just a slight whisper humming), is 7V ok or will i need a lower voltage capable speed controller?

Really depends on the fans and what your idea of quiet is...

A Tornado at 7V will still annoy a lot of people but a Panaflo low at 7V is nearly silent depending on your case.

The Zalman fan controller might interest you as it has shutoffs as well.
