Is 4K gaming viable on anything less than a 1060 6GB? What about an RX 460 4GB? Skyrim 4K?

No, but from the comments of another user here in another thread about the KBL Netflix 4K support, it seemed as though it wasn't a priority for AMD right now, and that getting the PlayReady 3.0 DRM working on their hardware and drivers was going to be a major effort. And speaking of major efforts from AMD, how's HSA doing? :)

Although there is so little 4k content and 4k Netflix is low bit rate anyway. 4k is purely for gaming at this point. It's surprising seeing 4k pushed so hard for tvs when there is a pathetic amount of content

AMD does not support PlayReady 3.0 which is MS DRM that netflix has chosen to use for 4k. I emailed AMD about them adding this support and was told there is no timeline to if/when that will happen. So im pretty sure there will not be 4k netflix for AMD users, at least no time soon.

4K gaming simply requires you to lower settings compared to 1080p or 1440p. You get a sharper image, and smaller jaggies, but you have to use lower settings. If that is cool with you, a 1060 will work.
