Is 420W PSU Enough For 6800 Ultra?

The review says a 480W is necessary, but the newegg product specs say 350. Its an AGP model... anyone know? (this could be the excuse i need to get a PSU with sleeved cables... heh)

IF it is a Pc Power and Cooling turbo cool I say yes it is. Those models are over engineered and can take a load higher than their rating. Any other and I am doubtful, most are overrated including Antec and Enermax. I mean that their 500 is more like a 410. And their 450 is the equivalant of a Turbo Cool 350-400.

350 is plenty. Nvidia grossly overestimated the power requirements for the 6800 Ultra and GT when they launched and later reduced the power requirements. I would just get a 6800GT instead of the Ultra. Should overclock to or past Ultra speeds and it'll save you a nice chunk of change.

It is better safe than sorry, I can see nVIDIA's point to use a higher PSU; some Systems use more than others: Some PC's Have 4-6 Disk RAID and Prescotts. While others have Pentium M's and Mobile A64's (Socket 754). The later can get by with a Small PSU, It all depends on your configuration.
 
6800gt > 6800ultra, thanks to overclocking (wow, a dif of 50 mhz core and 100mhz on the mem, big deal, and saves you about 100 bucks.)

There are other PSU's out there aside from the PCP&C PSU's. Arguably, they are the best, but you're recommending a $230 and a $485 (after shipping) PSU. I imagine that there are a number of more reasonable options.
