Is 40 ms response time on a 15" LCD bad?

How does it affect gaming? I paid $220 for it. do u think it is too much?

I hate LCDs, so I don't feel like looking it up, but I look at that as being it can only change from black to white 25 times a second. So I'd see that as equivalent to a CRT having a 25Hz refresh rate. Of course an LCD doesn't always need to change completely; 40ms would be the maximum time so you might average like 50Hz. Even if you don't see flicker, I'd expect that to affect how you can perceive framerates.

From what I have read on LCDs, 40 ms response time is considered bad. While the response time is not that great, I have heard of some LCDs with high response times performing well in games (minimal ghosting) whereas some lower response time LCDs showed ghosting. If you want a decent LCD (25ms response) and don't mind do MSN Cash and $50 rebate, head to fat wallet and look for the deal on the Mitsubishi 15" LCD for about $300 after tax - $50 rebate and $60 MSN Cash.

You're confusing ghosting with streaking. Ghosting occurs from interference with the video cable from an electromagnetic source. CRT's can and do experience ghosting as well. Streaking is what occurs when the pixel is slow to change it's color. For example, moving your mouse cursor (white) accross a black background; this is the worst case scenario for streaking to occur (completely off to completely on). What you will see on a monitor with a 40 ms response time is that the mouse will have a "tail" behind it until the monitor turns the pixel on. I personally recommend a monitor with ~25 ms or less response time. I use mine for gaming and experience no streaking.
