I don't think 3gb of ram is necessary because phones back in the day could function fairly well with around a gig.
Any Ram not used is essentially idle ram and just sits there.
Most phones today will have more than enough ram, data and other factors which will make browsing on a phone almost, or just about as fast as a computer (maybe even faster).
