"IRQ Holder for PCI Steering" - What is this?

Hello all,

Because of weird things while running under Windows 98, I completely reformatted my computer this morning and installed everything from scratch.

I am trying to configure my MB (Abit BE6) and Sound Card (SB Live X-Gamer) under Windows 98 to give my sound card a dedicated IRQ. The problem is that the best I can get is when the sound card shares an IRQ with whatever displays as "IRQ Holder for PCI Steering". Nothing I have tried gets rid of this item. Even more crazy is that there are three of these "IRQ Holder for PCI Steering" things all grabbing IRQs.

The problem is that the IRQ conflict seems to be hanging my computer on startup.

Windows uses IRQ Steering to allow PCI cards to share an IRQ without conflicting with each other.
