ok, I am new to IRC, so I need to know which one people recommend as being good. Also, what features should I look for, and any sites that might have "how to" sort of content.

I recommend the pIRCh program. I think that link is right, anyways. You want to be careful with downloading those programs off of other sites that have been modified, though. Some people have created their own IRC programs from the molds of mIRC and pIRCh, and added scripts and things, like pictures and phrases that show automatically by typing just one command. After using it for a month or so, you'll learn about all the stuff you can do, and then know what to look for.
 
IRC stand for Internet Relay Chat, and is very simply a chat tool that a lot of people use. Use the link Ladi provided above for more information.

um i GUESS its java based chat on steroids... oh wait.. no its not.
IRC was around alot earlier than any of that java crap.
