That is a loaded question. Being that we are the biggest pushers in terms of moving and manipulating the agenda in the UN it's kind of odd you would ask such a question. If you want other nations in the world to take the lead then be prepared to hand over reigns of power to these nations.

Step #1 to hand over of power - Move the UN headquarters out of the USA.
Step #2 to hand over of power - USA monetary funding of UN drastically reduced to match levels of funding by all the other nations.
Step #3 to hand over of power - Any international agreements that bind the USA must also equally bind China, India, and the EU.

No nation including our own has ever done #3. I don't see any other would be super powers ever breaking the mold we have so firmly set. In fact the very reason why we support the UN is because we can manipulate it as well as ignore it at will and still come back to it when we need it to hammer the little guys over the head with it.
