Actually having the right to declare clemency in the case of capital punishment is kind of novel. States with capital punishment should make a note of that.

Neck cracking is always a possibility regardless of the distance (you would have to factor in a bunch of stuff like gravity, weight, neck strength, bone density, wind, etc. by person to find a "safe" distance using a bunch of physic I'm guessing -- but I'm guessing sometimes shit just happens when you snap have a hanging)

With that low of a drop I'm guessing their intention is strangulation.
