IPOD touch,, download apps problem.

My daughter is tryng to download some apps from the apple site and is having problems.
First using a laptop she logs into her itunes account and she can.
When she logs into her account using the ipod touch and tried to download a app she gets a message that her account is locked.
She said she has a $1.00 credit to use. Is that enough to do anything?
Or, how can she unlock the account so she can download apps and music to the ipod touch?
I have no idea what to do and told her I would post the question here.
 
She is 37!! LOLOL I'll mention that to her. She just bought it for her daughter and is trying to set it up for my grand daughter to use.

There are some content in the iTunes Store for 0.99 cents. Have a look out for them.

There can be two reasons for this.

First try clicking on your account name and 'view' your profile. There should be a button that enables your account.

The other explanation is because Apple has disabled your account due to the suspicion of fraud. No need to worry, just contact Apple's iTunes Store Customer Service and upon the verification of your details, they would enable your account back.
