Is voicemail working for anyone else? Mine quit sometime yesterday. When my phone is on, it just rings and rings and rings until the person hangs up. If I press decline when they are calling, it returns a busy signal. It will go to voicemail if my phone is off, however. I've restored my phone, and I'm going to call AT&T tomorrow. (Also reset network settings, and all settings, to no avail)

I just checked, and it works fine on my first gen iPhone. I would suggest you call AT&T. It's most likely a problem on their end.
 
You need to set up your voicemail again. Go under the phone menu and click the voicemail button in the bottom right hand corner. It will call a number and walk you through the process of setting it up.
