As of today I have been seeing "Carrier Settings Update"

I have never seen an update like this popup on my phone. I'm skeptical about it. Anyone else seeing it?

Carrier settings have popped up on my iPhones several times in the past. They're fine -- they usually mean that the provider is tweaking its network settings or enabling features.
