iPhone 4 won't charge

I've got an iPhone 4 that was stuck in a boot loop, meaning it would display the Apple logo, power off, and start to boot again, then power off again endlessly. A restore fixed this, but now the battery is stuck at 3% charge. It'll work for a few hours, then it powers itself off and you have to restore again. It's apparently a hardware issue, but is there some way to fix it?
 
Maybe it is about the charger problem or worse the iPhone. Have you tried restarting your iPhone? Plug in th charger and press home and power button. You maybe you can try cleaning it. I am no technical but sometimes a little blowing and brushing dusts and dirt off works. You can also try to swap phone from a friend, do an experiment, try your charger to her iPhone and vice versa. Maybe the problem is just on the hardware but only on the charger.
 
Could be a bad battery. You can get an OEM one online for about $13. You'll need a pentalobe jewellers screwdriver set to open the case. Aside from that, the iPhone 4 is a rare Apple product that's fairly easy to work on. Check to see if your phone is GSM or CDMA as the batteries for the two are slightly different.

I've replaced the battery and restored the system many times. I think it has to do with the charging circuit on the mainboard.
