don't think any iPads were carrier locked, but the earlier ones don't have full LTe band support for other carriers

Since it has gps chip, just tether to your phone for map data, no need for yet another data plan.

Also, if you are price sensitive, many/most android tabs have a gps chip

We won't be activating the data. But from what I hear, you need the cellular chip for more accurate GPS location.

I was thinking more of the situation where there was a Verizon/Sprint iPhone and there was a ATT/Tmo iPhone, and they couldn't cross over.
