I understand that to use GPS on an iPad Air 2, the iPad must have cellular. But the cellular doesn't have to be activated on a plan.
Are iPads branded/tied to carriers like phones are?

No, and neither are the phones anymore. But, go for TMobile, as you'll get 200MB/mo free.

cellular iPhones can still be carrier-locked (depending on the model)...
most of the recent ones can be used on other carriers once unlocked (with full LTE support)

don't think any iPads were carrier locked, but the earlier ones don't have full LTe band support for other carriers

Since it has gps chip, just tether to your phone for map data, no need for yet another data plan.

Also, if you are price sensitive, many/most android tabs have a gps chip

We won't be activating the data. But from what I hear, you need the cellular chip for more accurate GPS location.

I was thinking more of the situation where there was a Verizon/Sprint iPhone and there was a ATT/Tmo iPhone, and they couldn't cross over.

You'll need a data source for it to work as a GPS for driving
