There are some of them, where you actually hear the operator trying to crack up but they keep it together and finish.

The bad thing about IP relay is that its meant to be used by disabled people but its now being used by fools and criminals. I know some places are doing away with it due to increased costs.

Apparently it is a service offered by some organization or company. It was intended to allow deaf/mute/disabled people to be able to communicate with people over the phone using the internet (hence IP) to relay the message/conversation to the other party via a human operator (IP Relay Operator).

Wow, just for kicks I told it to call my house, and my phone rang. So does this mean I can call anyone without that person knowing who it is and just have this operator say stuff to them? Do they record IP addresses or anything?

Some people could have alittle fun with this.....
