I'm not quite sure what you're asking.

Are you talking about DNS or are you talking about geolocation of IP addresses? Or are you talking about ARIN whois information?

They can only give you the address that is registered to the owner of the IP address. That is usually the address of the ISP that provides the address, or the local distribution office where the IP is registered. They will almost never give you a correct address for a residence (or even a small business) that is using the IP address since the residence/business doesn't actually own the IP.

Geolocation for IP addresses is entirely voluntary and self-maintained. It's unlikely to be extremely accurate.

A better metric would be how many hops it takes to reach one and general latency.

8.12.17.12 is registered to CHOOPA, LLC in Matawan, NJ.

66.55.158.4 is registered to Gameservers (parent is CHOOPA) in Newark, NJ.

74.91.120.127 is registered to Nuclearfallout Enterprises, Inc. in Dallas, TX.

74.91.124.109 is registered to Nuclearfallout Enterprises, Inc. in Chicago, IL.

216.52.148.178 is registered to Nuclear Fallout Enterprises in Chicago, IL.

As I said earlier, that's just where the addresses are registered. The physical machines using those IP addresses could be in entirely different locations.

To give you an example...

My last company owned an IP range, it was registered in CT. The IP's were [typically] in AZ or VA at any given time. Some times randomly scattered around the US / EU. Many of them were part of fail over and load balanced so you could tracert to them at any given time or from a different provider at take entirely different paths in any of those pops to get to them.

Some IP Locators are just using free databases with crappy data. Good databases cost money and free websites won't pay for. You should try to find a better service, maybe a paid one. Try http://www.ipgp.net

Someone who owns say, a dedicated server, does not have access to change that info, so it will be the data center's location. On the other hand someone who buys an entire block (I think it has to be like at least /24) can then have access to change it. So they can put their headquarters if they want even though the server of that IP is somewhere else.

I've even advertised a US IP in the UK. So unless you know that network, it's all a guess.
