Where can i find a utility that will tell me info about the user behind an IP address? Isn't there something called whois that does it?

All you're likely to find is who the IP is registered to, which is almost certainly his ISP. You'd then have to report his behavior (with his IP as his identifier) to their abuse department.

well, i had an idea of who i thought it was, but after finding the owner, I know it could be that person. If it had told me a certain ISP, i would know exactly who it was.
