IP Filtering / Windows 2000

I am not quite clear on this.... I have Routing and RAS installed on my Windows 2000 Adv. Srv. machine and if I use IP filtering on my NIC that handles my internet connection will the other computer systems on my network lose connectivity or will it just filter the incoming and not the outgoing? It seems like it is easy to set up, but I was just a little confused on the whole IP filtering thing.
