IP Cam connectivity

I have about 6 cams at the house. Recently I am no longer able to view one of the camera using the external IP. Using internal IP on desktop or via phone app works fine, but external or using forwarded ip on phone once out of wifi range results in no access.

As I haven't changed anything, don't really have a clue of what to look for.

Chrome didn't seem to like the port I had, so I changed the port number on the problem camera. I can now log into the cam using my external ip from a browser window, but it is still no go on the camera app with wifi off.

Can you change the IP address of the faulty camera to one that is working? Just to see if it's IP related or else.
