IP Blocking Program

I am in search of a program that can block a range of IPs from accessing my computer. I want any data transmission between my computer and the IPs I specify to fail. I thought zone alarm would be capable of this, but it will not run on my OS (windows x64 edition). Any help would be greatly appriciated.

iptables based linux firewall would work, setup a smoothwall box, I hear that is easy to setup and configure. An old 166 would work fine for stuff like that.

Ok, how about a program to do this where I wouldn't have to set up a new computer for it to work... one that would work on my current computer.

You could add static routes for each host that point to a non-existant gateway.
