IP Address Problems with Cable Modem!

I have Windows XP SP1, with all windows updates. Anyway, when I boot up my computer, it sits at the welcome screen for about 20-30 seconds, then goes to the desktop. But, my NIC that I have my cable modem hooked up to has no IP address (it says "Automatic Private Address", and the IP is 169..., but it's supposed to be 68....). So I run ipconfig /renew and all is well. Is there anyway to get rid of the welcome screen delay and get my ip address automatically? I think the welcome screen delay and ip problem are related, but I'm not sure.

The delay is caused because the system is waiting for the NIC to either get an IP or time out. Does your cable connection use PPPoE or anything like that? The automatic private address is what Windows assigns when it can't reach a DHCP server to get an IP. I assume you've also tried resetting the cable modem.

No, it doesn't use PPPoE. I've tried resetting the modem a couple times, but it didn't work. Now, ipconfig doesn't get an IP. I have to go into network connections and disable and then enable the connection for it to get an ip. I just did a fresh install, but before I did that it worked fine (I did a fresh install because of some performance issues).

Perhaps reinstall the drivers for your network card, and remove and redetect the card and the LAN connection. Having to disable the connection to get an IP certainly sounds like something is screwed up, but other than drivers, I can't imagine what.

are you sure you have tcp/ip set up the way your ISP wants it?

I just reinstalled the drivers, and the same thing is still happening. I called Comcast (my ISP), and they told me to reformat my computer (they aren't too bright though; they told my buddy to reformat his system cause his modem wouldn't get a signal, but he finally got them to come out to his house and run a new line). I really don't want to do that though. Any more suggestions? Thanks for all your help!

I just tried running the network setup wizard, using drivers from the NIC manufacturer's website, and resetting the modem. No go.

EDIT: I went into "Event Viewer" (in administrative tools), and here's what I found from the time Event Log was started (from when my computer started):

1. Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address FFFFFFFFFFFF. The following error occurred:
The semaphore timeout period has expired. . Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

2. Your computer has automatically configured the IP address for the Network Card with network address FFFFFFFFFFFF. The IP address being used is 169.254.47.27.

3. DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. " attempting to start the service upnphost with arguments "" in order to run the server:
{204810B9-73B2-11D4-BF42-00B0D0118B56}

and then 3 more of the same DCOM messages, except with different servers.

After reinstall WinXP resets all settings back to the default (Firewall might be turn on etc.) You should go carefully over all settings (including the advanced settings) to make sure they are they way it was.

I just did that, and everything looks fine. Luckily, before I wiped my computer, I wrote down every setting. After the install, everything was the same that I wrote down. I shut off the firewall because I planned on installing ZoneAlarm, but I haven't done that yet. I just have ICS enabled. It was the same way (no firewall and ICS) before the wipe. I'm thinking about sticking a HDD in my old server and using that. Other than this problem my computer is running great! Thanks again, but I think i'm gonna give up on this ICS sh*t (I mean stuff :D) and just run a dedicated internet server.
