Internet usage control methods.

I want something, preferably free or cheap, that I can monitor/control Internet usage on a computer either via proxy software or locally installed. I am currently using Internet Explorer's built in security settings and denying all sites except those I specifically allow, but that is not working well. I have looked at Websense, but that is prohibitively expensive (looks awesome though). Any suggestions? I have tried Cyberpatrol and Net Nanny, but they don't really filter. I tried testing by going to whitehouse.com and it went.
