Internet problem

Hi, whenever I am trying to open a page in chrome, it opens like 10% and everything is clustered and disorganized and I can only see the words and letters and not the full page. I tried clearing cache but nothing, same thing happened. Same happened with firefox and Opera. Then, I ran CCleaner and cleaned everything but still the problem remained. I was on Windows 8.1 . I scanned with Malware bytes and found nothing. Then I installed Windows 7 and still the problem remains. 🙁
Sometimes, I have to open the page twice to get it open properly. Example, I tried to open Yahoo.com , and it said "server not found" and then I tried to open it again and it opened.

Any solution guys ?

If you're using an ethernet cable, try a different (pre-made) one.

Other than that, open a command prompt, and do:
PING -t www.google.com

Let it run for 10 minutes, then hit CTRL+C.

Then post the statistics here. It should show percentage of dropped packets. If it's high, then you may need to call your ISP.

Go to www.speedtest.net and run their test. It'll let you know your ping, upload, and download speeds from a reliable server closest to you. If your speeds are way off, try a new ethernet cable or contact your internet provider.

I pressed Ctrl+Break in the middle to see if I am getting any loss but it seems I am not.
