Internet only works in safe mode after virus

I have a friends PC running Windows XP SP3, and it had some major virus infections. I ran MBAM and got 14000+, Spybot found 99 More, then I ran Combofix, I am currently running Super Anti Spyware. The machine seems to be virus clean, but it will connect in safemode w/ networking but not regular mode. I have checked everything I can think of but can't figure it out. I checked IP address, proxy settings, reset winsock, etc. If I go to cmd and ping a site like google or yahoo it pings fine. What can I do to determine my problem?

Update - I suspect it has something to do with some Norton or McCrappy leftovers. I ran removal tools for both of these (he had old versions of both installed) but when I go to msconfig and make changes it still says I dont have permission to make certain changes, the same way as I see on Norton / McCrap systems.
 
Did you check in IE tools, internet options, connections, lan settings? Make sure all is unchecked.

Yep. Even though the virus was likely removed, the damage and results are still there. I wouldn't trust the system anyway until you do a fresh install and start over. Might want to look into doing monthly images in case this happens again, you can simply revert back to a previous image without having to redo everything.
 
netsh int ip reset c:\reset.log

and

netsh int winsock reset

Run both of those commands and reboot.
