Internet IP can't see other Internet IP

Strange problem I am having here. I have a block of assignable ip addresses ranging from x.x.x.249 to x.x.x.253 with x.x.x.254 being my gateway address. I have my web and email serving on x.x.x.249. My other systems are set with the other available addresses.

When I set a system or router to x.x.x.253, I am not able to access x.x.x.249. I can access the rest of the Internet without a problem. Any other address I can access everything without a problem, the only time I have an issue is when I am using x.x.x.253, and the only thing I can't see when using that address is x.x.x.249. x.x.x..250-252 can see all the internet including x.x.x.249.

Any thoughts on what is going on here and how I can get everything to function normally?
 
I am confused, are you using public internet addresses for your client PC's? From what it sounds like, your are getting your IP's in routed mode and not bridged. Does your provider expect you to supply a router?
 
Disregard it, I just solved it and it was stupidity on my part.

The reason I have 5 ip addresses is because that was the only way to get any type of static addresses from the telco. I only really needed 1, but since I have 5 so I am using different public ip addresses per office. Each office has a separate router.

What I was doing wrong was this: I am using a Peplink router, which lets me use multiple public ip addresses if I want, and I can assign them to bridge to an internal address, if I want to, I dont' have to though. Anyways, originally I had this router keep all of the public addresses. The only two it had left were x.x.x.249 and x.x.x.253. I had forgotten the router was still holding this address, so when I assigned it elsewhere, it started acting up. I only thought of this after I posted my original message. I went and checked it, released the ip from the router, tried it again and everything worked as it should.
