Internet Freeze on a 2003 Terminal Server

Randomly we will have our Terminal server have all internet activity freeze up. It wont just be regualr port 80, it affects all internet traffic. It will stop for just about 15 minutes, then come back up.

I can ping all websites known to man. If i Flush DNS, it will not fix it, still have to wait for the time frame.

The only thing that changed is that we P2V'd this server. I thought VMware tools, but it doesn't do this on any other server in our enviroment that is virtual.

Anyone heard of anything like this?

Are you saying that you lose DNS resolution during these times, but that IP connectivity is OK?
 
No, I do not lose DNS resoultion. DNS works from command prompt. Browsing to any website in IE will not work nor will outlook work.
