Is your 56k modem connecting at a slower speed than usual? This happens to me during finals.
Have you tried emtpying your temporary internet files or increasing the temporary internet files limit?
I'll also recommend Firefox - it's missing just a few things that IE doesn't have, but it's really pretty nice. Check out the browser extensions pages - they can add some of the things that IE does, as well as a few things it doesn't do. For example, one extension lets you highlight a word, right click, and select "Dictionary Search", which can use a few different online dictionaries of your choosing. I use Merriam Webster's site - free (for now), and no popups, unlike Dictionary.com.
