I am having a problem of having to click the Refresh button all the time. It is not the website because it happens everywhere. Is there a option i can use to fix this?

What do you mean?
 
You must be using the cached version of the site.
Menu:

Tools -> Internet Options -> [Settings]

Choose to automatically reload the site.
