internet explorer is offset when maximized

ok guys, this is quite annoying.... so when i maximize internet explorer the window goes to halfway up vertically (horizontally it goes across the whole way). so the top toolbar is in the middle of the screen and the bottom half of the window is not visible.

other programs still maximize properly.

i tried reinstalling ie 6 service pack 1 from microsoft's website...no dice. though i didn't uninstall it first (don't know how). anyone have a clue about this?
