INTERNET connection...static????

whenever I dial-up to get online (AT&T worldnet) there'll be this static in the background while it's dialing up and whenever there's static I always end up with a low low connection rate (4800 bps with a 56.0 K modem) or repeatedly get disconnected. I don't think it's the worldnet because other worldnet users have not complained about it. I even downloaded the v.90 driver for it...
 
Have you tried plugging in to a different phone jack or use a different phone line? If you plug a regular phone into the jack and use the phone to make a voice call, do you hear the same static?
 
how old are the connections on your side of the line of demarcation? it sounds like your wiring could be crappy. also, for some reason, whenever our phone company upgrades the CO, we get majorly bad service and static for a while (until we call and scream)...
