Internet Connection Sharing has vanished

A buddy of mine disabled the "Allow other network users to connect..." option for an unknown reason. Now the internet connection sharing section is missing altogether. If anyone could help solve this issue ...

For ICS, you need two LAN connections. Looks like in the after you've deleted and recreated a number of LAN connections. So create another LAN connection probably with your wireless card and ICS should be available.
 
maybe use xp's system restore feature to go back prior to the network adapter being deleted/readded 7 times, back to the time before your friend used your computer, when whatever settings were correct.
