Internet Access Passwording on broad band?

I have a small dilemma.. I have a friend that needs to be able to password off internet access on there computer, so that no matter what internet related program is run on her machine, Under windows98se, it asks for a password...
She needs this so she can monitor her kids internet access, this was possible under Dialup but, since she's gone to a ADSL connection this has become a problem, very few programs come with something that allows you to password them..
and she doesn't exactly have the powerhouse computer to move up to a newer OS
Processor: AMD K62 350
Ram: 128 megs
Hard Drive: 20 gig
Video Card: Voodoo 2000
Sound Card: sound Blaster 16 ISA
NIC 3com Combo card
as far as I know its is not a computer that would do well under Windows 2000 or Windows XP.
I'd also like to have whatever program I put in to have very little effect on the performance of the computer..

I know this may be ghetto and not quite the pretty fix but why not just disconnect the DSL modem when she or her hubby isn't using it?

Unless she wants to have time schedules setup when the kids can be on. If she wants to password protect it so that she has to be there to enter in the password every time the kids want to access the internet then just disabling the modem from connecting to the internet (pull plug out) would surfice and guess what its free.

Software wise: I heard Net Nanny is decent..

Well Fourtuanly or unfortuantly the kids are not that dumb,
Netnanny dosent do a good job, it great for the browser, but its no go for anything else..

JackMDS thats a viable option, though I was hoping to find somthing more on the protical level.
somthing like a firewall that wouldnt let stuff out from any program unless a password was entered
But I'll keep that idea in mind..

If this was something of a business proposition perhaps a proxy would fall in line as a solution but if this is kids we are talking about why doesn't she just take the network cable and stick it in a locked drawer? hehe

Kids need to be taught about what to view and what is expected of them not just presented with a barrier to crack or hack through.

If the kids really wanted to get on there isn't anything she can do and the money she spends will be a waste.

Putting in a domain level security + proxy would seriously lock down the enviroment but how much is she looking to spend to give her kids obstucles to get around or deter them from using the internet at home and using it somewhere else?

I am a firm belieaver of the two extremes.. You got the naive or just up and budding internet surfers who can be easily deterred by the likes of hiding a cable or using simple software like net nanny.. and then there are those who will try to get through whatever you put in front of them.

Find out which her kids are and either buy something cheap for those naive youngins or learn to teach them right from wrong because the inbetween is a waste of time and money better spent elseways..

oh yea she could possibly install a router such as an asante (im sure some others do this too) and turn on Port Access Control and just choose port 1-65536 as deny.

This way she can just turn this off when she wants the machine to be able to utilize the ports to get through to resources on the internet.

btw this can be bypassed also if the kids learn what to do (change IP address of the machine)

Is it not just as simple as removing the password from the dial up connection properties and then unchecking the save password box?

If she cannot do this using the Alcatel Speed Touch dial up (or equivalent) then get rid of that and just use the standards windows dial up for the modem with a dial number of "0" and ensure that it is using the ADSL modem.

Have you looked at zone alarm?

I know it has some passwording and lock down features. I haven't played with them at all to know if they meet your needs but if nothing else they should have some sort of fire wall running on a computer connected directly to dsl.
