Can anyone confirm this?

An International Driver's License is usually used on a vacation in ANOTHER country, you don't use it in your home country.
(I use my International Driver's License that I got in Germany here in the U.S. to drive because I am a foreign student)

Yes, that's correct dErnEuegOtt. Americans can obtain International Driver Licenses from AAA. But they are not valid for Americans, in America.

In Germany I believe from the ADAC or the the Rathaus, nicht wahr?

Normally an International Driver's Permit ("IDP") is only valid if accompanied by a valid state or national driver's license. Many, but not all countries will honor an IDP. AAA sells them, and various fly-by-night operations do as well.

I got an international drivers license when I went to Europe and drove around for a month. I never called pulled over so I never got to user it. If you drive in the states on one of those, you would probably get a trouble. I wouldn't recommend using it.
