intermittent power problem ?

ok, i seem to have an intermittent power related problem that i am not sure how to troubleshoot.

basically, right when i start my computer, it stays on, and right when it starts going into bios, it turns itself off, then 2 seconds later back on, then off, then on, then off, and so forth.

i turn it off for a longer while then turn it back on and it works like normal, i would like to be able to catch this problem before one day i turn on my rig and it just simply dies on me.

here is system overview:

Seasonic Power Supply: SS-650HT Active PFC (650w)
Motherboard: Gigabyte GA-EP35-DS3R
CPU: Intel Core 2 Duo 6700
RAM: Corsair Dominator Twin X 1066, 4 gigs
HD: Seagate 500 gigs
Video: ATI 2600 HD
Audio - built in AC 97
O/S: vista 64 premium home edition

all bios and drivers are up to date, so that is not an issue. also, I tried it with my UPS and without it, same result, so its not a UPS or incoming house power issue. I actually tried 2 different UPS systems, no difference either. i also reinserted CPU , ram, my vid card, etc, after cleaning their respective slots, no difference.

my guess is it is either power supply or mobo or CPU, but i do not know how to trouble shoot which one of the 3, and i do not have any available parts i can swap to see. so how do i trouble shoot that without extra parts ?

another vote for mobo, or it's bios. Try clearing CMOS, and pull out one memory module to see if it still does same thing.
