Guilt by association. It isn't perfect but 99.9% of the time it is pretty damn accurate. If Cindy likes cookies and the cookie jar is empty, then Cindy gets guilt by association and she gets questioned first. Brian could have eaten the cookies to get Cindy in trouble, but the truth will usually be found after questioning the usual suspect, which in this case is Cindy. Bin Laden likes to cause terrorist acts, a terrorist act has been comitted. Bin Laden gets questioned first whether he did it or not. 1 thing to remember, whether he denies it or not, he obviously isn't condeming the act or pretending it was bad. I just hope nothing stupid happens between the time of questioning Bin Laden and finding the truth, such as some have suggested, wars and carpet bombings.
