In Device Manager's properties for my MS Intellimouse, under Advanced Settings there is
"Sample Rate" and
"Input Buffer Lengh".

What do these do? Sample rate seems to default at 100 "reports / second" but can also go to 80 or 200 instead. Input buffer lengh defaults to 100 but can be pushed up in increments of 10.

What do these do? better to increase either for gaming? isnt 100 and even 200 reports per sec pretty damn poor for a gaming mouse, or am i mixing it up with something else?

The settings you refer to are available for all mice. Increasing them will increase your mouse's sensitivity and generally speaking you shouldn't touch them unless you're having problems with your mouse throughout Windows. Use the games' sensitivity settings instead to control your mouse whenever possible.

Not at all. That range compares to 100-200 FPS, which is excellent.

A higher sample rate might help mouse accuracy and smoothness in games. I always set it to 200. It even makes the mouse move smoothly in Windows.
