IntelliMouse 4.0 msiexec.exe error - any ideas?

Hey all,
I'm asking this for a friend, but I'd love some ideas. He's got a computer running Windows 98 and wants to install IntelliMouse software (Windows 98 version obviously). Unfortunately, every time he tries he gets an error with msiexec.exe (I believe it's an "illegal operation in msiexec.exe" error, but I'm not positive). We've tried many things, but nothing seems to work. Here's a few of the things we've tried:

1. Installing the software in Safe Mode
2. Reinstalling the Microsoft Windows Installer (InstMSI.exe)
3. Deleting three key files (msiexec.exe, msi.dll, and another dll [forget the name at this time, but it was the proper one according to the knowledge base) and reinstalling Microsoft Windows Installer

At this point, we're frustrated and don't know what to do short of a complete Windows reinstall (and he doesn't want to do that right now). Any ideas on how to get this to install correctly?

The mouse he wants to use is a Wireless Intellimouse Explorer, so the drivers are very important in this case. If anyone even knows of a compatible mouse driver we could try (I'm doubtful on this, but you never know), please let me know.

Is the base unit for the mouse connected directly to the computer or thru a hub? Connect directly if not and see what happens. Some models of the mouse have a frequency button or switch on bottom of mouse, try selecting a diff channel..... good luck!
 
That I'm not certain about (not physically at my friend's unfortunately), but I can tell you it's not a hardware problem at this point - it's the fact that the software just will not run do to that error (for *any* IntelliPoint device). Thanks though!
