The idiot in me says the "very high" setting is the best way to stress test the CPU, but the wanna-be-smart side in me says no, it isn't because it's using more ram. So which setting, over the same given period of time, will stress the CPU the most to test for OC stability?

Is IntelBurnTest arguably as good as any other CPU stress tester available?

If you want the maximum stress on your system use maximum but very high is almost as stressfull. I find that temp get up to 10 degrees C higher with IBT compared to something like prime95 so it certainly does seem to be a very thorough peice of software for stressing your system.

I tend to test on standard a couple of times when I apply a new overclock and if everything runs ok I set it to very high for 20 passes. If that returns without a fault and i'm happy with temps I run prime for about an hour on the blend test and leave it at that.

Max memory will stress internal memory controller the hardest.

IBT can also be used somewhat for tweaking voltages if you pay attention to Gflop output. You can be stable but sometimes just a little more vcore will boost the output. Same thing goes with other voltages such as memory etc.
