Is the stock intel cooler really that bad? I have an 860 running stock 2.8ghz 1.15v, temps at idle are 36c but when i load up 100% with intel burn test it rockets to 80c within a minute.

CPU/cooler have been installed over a week.

I have an old Thermaltake "Silent Tower" from an old lga775 build that i could use(my evga board has 775 mounting points) if its better than the intel.

Had the same problem. I was getting 90+C with the stock cooler and turbo mode on. The coolmaster 212+ was a great investment, dropped load temps by over 20C (actually about 30C - loads are high 50s at night, low 60s during the day @ stock w/turbo). Cost me $20 at microcenter. That thermaltake will probably be better too.

BUT! If you don't plan on overclocking, you might try manually adjusting the voltage. My chip is running 3.36 Ghz at 1.136V (65-75C load depending on day/night -212+ was so good I gave overclocking a shot). But the thing's VERY sensitive to voltage. 1.2V and temps get towards 90 even with my new cooler. Stock you should be good for 1.1v, you might give that a quick try and see if it helps.
