It really depends. Just like dual-core CPUs, the CPU as a whole is only as good as the 'lesser' core, and with 4 cores there is double the chance of having a 'dud' core.

I would think 2.8~3.0GHz is a reasonable expectation and 3.2~3.3GHz is do-able with a very good HSF and airflow. Up to 3.4~3.5GHz with a very good water cooling and some luck.

E6400 @3.20GHz didn't heat up past 50C inside a case but Q6600 @3.20GHz heats up to 62~65C
outside a case with a very good heatsink and a 1800RPM fan (mine, that is).
One of the useful measures of determining a 'typical' overclocking potential of a certain chip is to look at the top-binned SKUs in the same family. (Conroe is an exception because its brand-new architecture totally out-matched competition and therefore there was no need for Intel to release a faster SKU) Remember that the Q6600 and Q6700 are the same thing, just binned differently. Knowing that the fastest current quad-core from Intel is running @3.0GHz, that would be where most Kentsfield chips have a '
potential' to reach.
