You're right; it is official... it's the official Intel mirror link for iata_cd.exe version 11.7.0.1013, posted on 12/4/2012. It is not a link to version 12.0.0.1083.

This is the exact same iata_cd.exe version 11.7.0.1013 which is the latest version available to the public from Intel's website, that was posted a day earlier (12/3/2012).

Intel isn't "..slow in updating their site"; they haven't published 12.0.0.1083 because it's still a Production Candidate! This is the first portion of the ReleaseNotes.htm file from the actual IRST 12.0.0.1083 driver package:
