Intel i3 350M CPU Throttle?

Just bought a new Vostro 3400 for my wife. Core i3 350M with Windows 7 Home Premium. Whenever I go to control panel and check the system specs, the i3 always displays at 2.27GHz and 2.26GHz even when nothing is running in the background. Shouldn't the CPU be throttling down?
