Safe should be anything bellow 1.4 V. Going over that and you might run into trouble, like I did. I kept mine at 1.46 V at 4 ghz for some time and it lost its stability at that Vcore. I now have to keep it at 1.43 V for 3.9 ghz, where, before, it was stable at 1.39 V. It's still arguable that it degraded, it might be something with the motherboard, but one thing it certain: it didn't liked high vcore. 🙂

I think he was just posting a general range that most people would be able to achieve

I think that Intel recommends 1.36V and under

Someone will correct me if I'm wrong
