Intel Diagnostic Tool looping...

Whe I run this test and select looping my cpu temp goes to about 82-84C and holds there while the test is running. The CPu is a 4790K with an Asus-Z97-A mobo and the stock heatsink that has been reseated with Noctua heat sink compound. The question is if this is typical or should i see better performance?
 
If it's not overclocked, then that would be typical. I would suggest getting a better cooler, maybe the Hyper 212+ for like 20-30 bucks
 
If he has no plans on overclocking then getting a new cooler is a huge waste of 20-30 bucks and 20-30 minutes.
