New I don't think they will do non-HT 6-core cpus. I think the 6-core will be their high end and they'll just do one K version and one non-K version and that's it.
Do you really think they will distinguish 4C and 6C part only in the 3rd digit? Generally there is no reason to use 3rd digit for mainstream SKUs and definitely not in such case.
Anyway, strong rumors from MB vendors are talking about October, but nothing is set in stone yet.
August is probably too soon considering January Kaby Lake launch.
7700K is 4.2 on 4 cores at 91W on 14nm+.
It doesn't seem impossible have 4.0 on 6 cores with 14nm++ on the best chips.

I looked around and most people seem to report the 7700K staying at 4.5 on all cores when gaming on a Z board. What does a 7700K do at stock/on a non-Z board?Turbo is what matters on desktop, 4.4 Ghz is basically continuous on 7700k. Base clock doesn't really matter there. Without Turbo with don't know how fast it really runs.

Keep in mind that TDP is determined at the base frequency.
