Intel does similar with x86 it seems. Only 3 players i'm aware of that can make any x86 chips. They haven't given an x86 license to anyone i'm aware of in a very long time.
Sure, Intel sucks too. But don't disregard the message or assume that because Intel is delivering it, what Qualcomm does is okay. The major parts of LTE are supposed to be under FRAND; but Qualcomm's actions have made it almost impossible for anyone to compete within the US. They require their customers to get a license, and then absolutely soak them (violating the F&R parts). And then if you try to compete with your own modem, they'll structure the licensing costs such that their gear is cheaper.

Within the industry, Qualcomm is probably the most hated major tech company in the US. Companies work with them because they have to, not because they want to. Which is why you won't find anyone coming to Qualcomm's defense.

(Though it bears mentioning the IP arm is the problem; the chip guys are the black sheep of the group and have earned their place)

What a bunch of hogwash. Qualcomm maintains a qualitative material edge to intel and all other modem companies. You can find a dozen or so articles on their most recent modem for the iPhone that show intel's modems are inferior in every single metric. They aren't even truly usable in a product if Apple doesn't want to receive a torrent of complaints about terrible reception, as they have with the iPhone 7. They even had to limit the power on QC modems because they were so good, they made the Intel iPhones look terrible. So now all iPhones are just "somewhat" terrible to protect intel.

The simple fact is that there is no company besides Qualcomm that produces drop-in modems that can compete with Samsung's integrated solutions. It is funny to see people come in here and talk about QC being "the most hated tech company" when it is obvious to literally anybody in the US that Intel is by far the most hated tech manufacturer in the industry if only based on their history. Decades of anti-competitive and underhanded business practices tend to do a number on a companies public perception.

Intel is flailing as it drowns in its own lack of innovative prowess and trying to take down every company nearby in its effort to stay afloat. How pathetic.

Intel is hated by everyone in the semi industry. And no I'm not talking only about AMD :)

I would love to see AMD have some good years of profit to be in the black numbers again with a nice financial back up.
And when that would happen, i would love to see Nvidia get an X86-64 bit license.
AMD and Nvidia will make great technological strides in competition with each other.

You could say the same about Intel & x86, tell me how many household, business, HPC or scientific work can be done without using Windows, Linux, Mac OS on an x86 Machine? The fact that they abuse their monopoly position, like banning Nvidia chipsets or OEM bribes vs AMD, & get away with less than a slap on the wrist, didn't admit to bribes in AMD settlement & haven't paid EU a dime till date, just goes to show how FRAND license holders are held to a higher standard than other monopolies like even Microsoft.

Why shouldn't the likes of Intel be punished more for their past & present practices, unless you;re telling me x86 is non essential in the computing world & Intel;s corrupt practices haven't hurt the competition, once a fair many, or the consumers? This lopsided enigma that FRAND patents can hurt you more is just a myth, real bad one at that, FB controls the narrative on social media, they could if given a chance topple govts with information or disinformation & even shape election results. Google controls your path to information, given a choice they could bury budding tech startups without the world ever knowing they existed. MS, if they had their way then there would be no iOS or Android, you;d have to thank Bill Gates (MS investment in Apple) & then the antitrust ruling against MS circa 2000.

Intel have gotten away with alot more IMO, the press just doesn't seem to cover their coverups!

Never implied that it was ok for either of them. It was just like others are saying, pot meet kettle.

Nvidia's ARM core sucks, what makes you think they'd make a good x86 core?
