Integrated / Dedicated GPU problem. No signal

Ok, I have a friend that has a PC with a integrated NV 6150 I believe. And when he goes to connect the monitor cable, it says no video signal. So I gave him a 9500 GT Nvidia card to try "He does not game whatsoever", and it still says no video signal.

Tried out a different motherboard and CPU as well with the 9500 GT and it says...no video signal. He has tried the monitor on another PC, and all is fine.

Only thing that stayed the same, was the PSU. Which I am pretty sure it was well under 300 watts. Oh, this is a Dell PC.
 
Could you clarify: did the "different motherboard and CPU" that was tried, did it also have an integrated graphics?

Has he tried resetting the BIOS? You can do that by connecting a jumper temporarily, or pulling out the battery for a long time.
