In lieu of building a computer for somebody what manufacturer would you go with? Just trying to set someone up with a basic desktop with budget around less than 1000.

No matter what brand you choose, get a good warranty with it. That being said, I would stick with HP/Compaq, IBM/Lenovo, or Dell.

Dell is always my first choice if I need it now. If I had time I would consider other brands, and wait for specials. Dell's easy to deal with, and their support while sometimes tedious, is excellent.

Do you mean a standard manufacturer's warranty, or an extended after-market warranty?

I don't advise paying extra for a warranty, as hardware quickly devalues and it can be cheaper to replace/upgrade aged faulty parts.

Another vote for Dell with their onsite warrenty for 1 year. Anything more seems to be wastefull and the bonus is they can call Dell to fix the computer vs. calling you.
