So I'm installing XP, I have the drivers needed for my hard-disk, but I don't have an actual floppy drive. Can I use a USB based floppy drive to get the job done? I don't want to spend the money if it won't work.
Go to http://newegg.com, search for USB Floppy drives, and read the reviews. You'll find one or two that have several reviews saying they work for the "F6" driver load in XP.
Note that these cost about $30 with shipping. A standard floppy drive costs about $10.

if you have a spare computer with a cd-burner in it. you can slipstream the drivers in and along with xp service pack 2 and 3. You can use nlite to do this.
