Installing windows xp on a new computer .....

I am going to be using my 5 years old copy of xp on a new computer I built
I was told that it can only be used on one at once so my question is how do I go about transferring it to the new one?

Technically, there's no real "transfer" required. Just format the drive that XP is currently on and install it on your new drive.

Once you try to activate it you'll get a message that says you've exceeded the number of times you're allowed to use it. Then you get to call MS and tell them that you're just reinstalling it. Don't tell them it's on a new PC though or they may tell you that you need a new copy for that.
